Each meeting of the EDC shall have a quorum of 3 members as follows:

(a) Its Chairman, or vice-chairman in his absence (who will chair the meeting); and

(b) At least two other members.

The CMSD shall maintain the minutes of the meetings and record the proceedings of the EDC. The minutes of the meetings shall be signed by the Chairman of the EDC.
