The CBB may exempt an applicant referred to in paragraph MIR-2.3.1 from the requirement under section MIR-2.1 if, in the opinion of the CBB, the objectives specified in paragraph MIR-A.1.3 can be achieved without regulating the applicant as a licensed member.
