The requirement in Rule ES-2.3.2 is in addition to the requirement in Rule ES-2.1.1. The second phase release of Volume 4 comprises the remaining Modules of Volume 4, not released in the first phase (i.e. Modules HC, RM, TC, GS, BR, PD, DP, CP, C1, C2, C3 and IF).
