An outsourcing agreement between a CBB licensed insurance manager and captive insurer is not considered material for the purposes of RM-7, because the provider is another regulated entity. Nonetheless, Boards of these insurance managers should consider the Rules and Guidance in this Chapter to be relevant to them as Guidance and should consider applying these as good practice.
